Thirty years ago Bluecher and his friend Barrell traveled to and returned from Forbidden Island. He is enormously wealthy and has always desired to return to Forbidden Island.

After all this time Bluecher has spent his fortune building the world's largest air ship, the Sulpher Bottom. With it he hopes to be able to stand up to the intense storms surrounding Forbidden Island and finally get his hands on the Mother Lode which is said to lie there.

Bluecher's desire to return to Forbidden Island sets the entire story into motion by causing MegaMan to reach the island as well, and later asking MegaMan to search for the Four Keys to the Mother Lode.
